Without ICP: your website cannot be hosted in China, Baidu crawls your site poorly (or not at all), and page load times from China are 3-5x slower. You can still run WeChat and Douyin ads through an agency, but you don't own the accounts directly. With ICP: full Baidu indexing, China-hosted speeds (<1s load), direct ad account ownership, WeChat Pay integration, and Mini Program e-commerce capability. The process takes 15-30 days.

Can I run WeChat and Douyin without ICP?

Yes — through an agency. WeChat Official Accounts can be registered with an overseas license. Douyin ads run through YIVA as your authorised agency. However, without ICP you can't host your site in China, your Baidu rankings will suffer, and advanced features (WeChat Pay, direct ad accounts, Mini Programs) remain locked.
