A bilingual partnership package and a standing London liaison function that let the zone and UK jewellery and fashion partners assess each other — and move to signature — inside a single delegation window.
1The Challenge
Shanghai's International Jewellery & Fashion Functional Zone is a 4.13 km2 industry district in Huangpu District, brought forward under the Shanghai municipal government's measures of April 2025 with a policy target of a RMB 100 billion jewellery and fashion industry cluster. Its UK outreach needed a London operating partner: a short, high-level window around a Huangpu District government delegation, a bilingual evidence base that UK counterparties would accept, and a working route into the UK's own jewellery world — Hatton Garden houses, the auction houses, design schools and luxury retail. The work had to move at delegation speed without losing the rigour British partners expect.
2Our Approach
Initiative Proposition
Structured the zone's proposition into a bilingual partnership and investment presentation: 4.13 km2 centred on the Greater Yuyuan area, more than 400 gold, jewellery and diamond companies, close to RMB 40 billion of 2024 sales, the Shanghai Gold Exchange, and the zone's five target functions.
UK Counterparty Mapping
Mapped the UK side of the deal across Hatton Garden jewellers, auction houses, design education and luxury retail, and prepared matching materials and briefing documentation for the London sessions.
UK-China Matchmaking
Delivered the London matchmaking sessions connecting the Huangpu delegation and the zone with UK jewellery and fashion partners through May-August 2025, including agenda design, bilingual moderation and follow-up.
Agreement Drafting
Produced the bilingual intention letter and framework cooperation agreement between the zone administration and the UK partner body, ready for signature.
Delegation Support
Supported the visiting Huangpu delegation with materials, partner lists, briefing notes and programme summaries.
